Geotechnical Forensics Expert

Dr. Oakland has nearly 40 years of geotechnical engineering design, consulting, and forensics experience which includes a broad range of foundation and earthwork applications.  His focus at Oakland Geotechnical is as an expert engineer specializing in forensics investigations including the determination of causation of construction related failures, the evaluation of engineering standard of care, the preparation of expert engineering reports, and the delivery of expert testimony.

Qualifications

Dr. Oakland earned his Bachelor of Science degree from The Pennsylvania State University, and his Master's and Ph.D from Purdue University.  He was previously employed as a geotechnical consultant at Haley & Aldrich, Inc, Camp Dresser & McKee, and Thornton Tomasetti.  He was the chairman of the Boston Society of Civil Engineers Geotechnical and Computer groups and has served as a member of the Massachusetts Building Code Geotechnical Advisory Committee for more than 20 years.  Dr. Oakland has worked as a geotechnical engineer on a wide range of challenging projects including some of the largest infrastructure projects in the country.  He has authored numerous papers and presentations and is a registered professional engineer in 13 states.

Experience 

Supported by his extensive design experience, Dr. Oakland has been retained to serve as an expert geotechnical engineer on a wide variety of design and construction claims.  His work includes providing expert services on both insurance claims as well as standard of care reviews.  Dr. Oakland has applied his education and experience to opine on the causation of failures and has prepared numerous expert reports on a variety of earthwork and foundation performance topics.  He has participated in both mediations and arbitrations, as well as providing depositions and sworn testimony at trial.  CVs on specific areas of geotechnical engineering available upon request.
